The working agenda of the Conference continued with the session on legal issues that was run by Mikhail Yakushev, member of the Council of Coordination Center and Chairman of the RAEC Council. Murat Abenov (Parliament of Kazakhstan), Kristian Ørmen (Larsen), Thomas Rickert (Association of the German Internet Industry), Andrey Vorobiev (Hosting Community) and Francisco Rios, (WIPO) participated in the session.
In his report Francisco Rios highlighted that the number of cases on domain disputes for ccTLD has increased lately and amounts to 16% of the total number of domain disputes. He also spoke about the interaction of WIPO with national registries.
Kristian Ørmen spoke about the influence of the EU inner legislation on the policy of the European registries.
Thomas Rickert devoted his report to obtaining ICANN’s accreditation by registrars. According to Thomas Rickert a new version of the accreditation agreement contains provisions which impede the registration of domain names and slow down the development of the domain market worldwide. This approach may have a negative effect on the development of ccTLD, therefore Thomas Rickert urged the participants of the Conference to be more careful with this aspect of ICANN’s activity.
The second part of the day was fully devoted to the theme “Technologies”. Reporters and participants of the Conference discussed various problems of the implementation of new technologies, network security provision and the development of DNS infrastructure.
Dan York, ISOC, told about the implementation of DNSSEC in the world and what steps should be taken in the nearest time. Elena Voronina, TCI, spoke about the activity of Russian DNS network for .RU,.SU,.РФ . This topic was taken over by Alexander Shcherbakov, TCI, who spoke about services provided to Internet registrars by Technical Center of Internet.
The next set of questions was devoted to network security provision and combat with cybercrime. Pavel Khramtsov in his report described the situation with the so-called ‘bad domains” in .RU. “The number of such domain names is growing, malware damages the users”, he emphasized.
Ilya Sachkov, Group-IB, continued Pavel Khramtsov’s report saying how members of CERT-GIB (response Group-IB) spot cybercriminals and collect materials to bring them to trial. He particularized on the cooperation with Coordination Center for revealing malware domains and terminating their delegation.
Shavkat Sabirov, Internet Association of Kazakhstan, gave a review of the state of cybercrime in Kazakhstan and CIS. He spoke about the organization of combat with computer fraudsters in Kazakhstan.
John Crain, ICANN, reported on DNS threats facing Internet users.Andrei Khvetkevich, NIC.UA, presented to the participants of the Conference a new service provided to the users in domain .UA: the use of cloud solutions for to make DNS load scalable during a DDoS attack. The experience of application of this solution as Andrei Khvetkevich said proved its efficiency and usefulness. Dmitry Kohmanyuk, .UA, spoke about the launch of .UA DNSSEC.
Jaromir Talir, .CZ demonstrated in terms of Czech registry how a national registry may become identification provider and thereby expand its functions.
The first working day was concluded by the representatives of Foundation for Assistance for Internet Technologies and Infrastructure Development, Dmitry Burkov and Vasily Dolmatov. Speaking about Russian and international initiatives to tackle intellectual rights infringement and criminal content, Dmitry Burkov emphasized that technical community have ignored these initiatives until lately. This approach created nowadays big problems for further development of the Internet. Vasily Dolmatov told about pending revolution in data transmission associated with the spread of Open Flow technology.
